I think it's cuz someone superchatted him dragon porn as a joke and he wanted to run with it and pretend to jerk off on stream a la DSP, hence the "why is the camera still on?" afterwards. Unfortunately Nick failed to consider that no one else would know what the fuck is going on and that he's piss drunk and completely incoherent.
He makes a very similar expression in the end and because he is too drunk he misquote the classic "Oh the camera is on..." and said "Why my camera is on?"

I got no fucking clue, he just randomly said he accidently hit a bell then kept apologizing and so chat ran with it and kept asking why he rang the bell. Maybe he has a soundboard or a literal bell on his desk.
Someone in chat asked him about the bell too and he read the chat. He brushed it off very quickly and just said "No" or something like that. There is something going on with this bell. Nick's M.O. is to start doing some horrible comedy bit when he gets asked an uncomfortable or insulting question about his life but he didn't even want to joke about the bell.
He also kept continuously opening that link because he was too hammered to realize that he's already seen that superchat and the porn within.
