It is a fundamental flaw in human decision making. More than just wanting the excitement it is a breakdown between first order (fast and frugal) and second order (analytical) decision making. My theory is it has to do with how humans assess downside versus upside risk. The need for upside instant satisfaction is weighted so heavily in first order decision making that it suppresses downside risk entirely and leads to the chance of the decision going into second order almost impossible. This flaw has destroyed empires and legacies. Simple example would be Bill Clinton. Why after spending a career to achieve the highest office on Earth would it seem like a good idea, even for an instant, to risk that and his legacy to get a minute of pleasure? It goes beyond a gambling addiction to something core in the psyche of almost everyone be it risk taker or risk adverse alike.
