There are lots of reasons as to why this might be. It's very possible that they took Nick and April first and let Kayla stay with the kids until they could be accounted for. Or that Kayla was hysterical and they had to calm her down (or sober her up, given the look in the mugshot) before booking her.

Let's not forget that Kayla (circumstantially) appears to be the one who had the original idea to become a couple of druggie swinging coomers.
