The list of mandatory reporters is pretty extensive, it could have been someone at church, the homeschooling group, a doctor, a nurse, or even their dentist. Or someone who is a mandatory reporter by virtue of their profession, but interacts with the Rekietas on a personal basis.
It was a Thursday at 8:39 AM. We know that his kids go to Wednesday church because Rackets talked so badly about it just a couple weeks ago. This means a church member likely saw/heard something alarming with the kids and called first thing in the morning when the offices opened. Those damn protestants.
If I had to guess, either one of the kids confided in a school staff member that their parents were going off the rails and they called CPS, or a staff member noticed that one of the kids looked consistently sleep deprived from Nicks constant partying, or overly anxious from getting yelled at in a blackout drunken rage, and asked them about it, and from there watched some of Nick’s streams and called CPS.
It would probably say something like bystander rather than mandatory reporter.

Someone, one of the lawyers maybe, was musing that even homeschooled kids generally have to check in with public schools for evaluation at least a couple times a year. If you only see a kid once every 6 months and see a drastic change in their personal appearance ie weightloss, that'd certainly trigger this.

Don’t discount the “home school capsule” community they are a part of. These parents would see the weirdness of the parents and then probably the “new nanny” suddenly peeling into their drive way to drop off the kids. Some would have definitely seen Nick’s latest black out drunk spectacle. They knew shit was off the rails, probably tried to gently talk to Kayla and Nick and it was all denied and rebuffed. I’d bet “school” at the Reikata house has been off the menu for many, many months.
