I could be wrong, but having your charges simply dropped doesn't mean they can't be re-filed. It'd be a different story if she pardoned or acquitted because then she talk about it without any fear of legal consequences. But it would benefit her to either keep her mouth shut or keep a dick in it until the statute of limitations runs out.

For sure - the focus of CPS is always reunification but if she wants her kids back, she will need to get sober and maintain it, in addition to never putting them in the same situation ever again.
