This is normal for organizations with Mandatory Reporters. They have an internal protocol. Reports go up the chain and come from the institution or a manager. Any actual interviews will go back to the witness. This is part of the protocol in order to protect the caregivers from violent nut bag parents. They aren't served with direct contact info for the witnesses in the warrant.

Different substances affect different neurotransmitters in the brain. Not to mention the means of administration (inhaling, swallowing or IV use) and how those affect the metabolization of the chemical compounds you put into your body. In Rackets case: alcohol and coke metabolize cocaethylene in the liver, which will fuck you up hard (as seen on Rackets' last stream), but it is insanely cardiotoxic. Some specific drug combinations will outright kill you.
I like to read up on chemistry, because I'm an autistic freak it's pretty interesting and there are multiple sources which are basically spoonfeeding you the information. From what I've learned: Don't touch drugs. Especially not chemical ones.
