It was an intentionally vague statement that did not adhere to any existing legal definitions. The British don't just "give" anything, their end goal was to have a Jewish proxy state that answers to London and does their fighting for them. It would also rile up all the surrounding sandniggers and allow the Anglos to profit from the ongoing conflict. At least that last part turned out as planned, for a little while.
