That... how could you possibly need someone to explain that? It is not only ridiculously easy to figure out on your own but the site tells you how to do it when you try to, pretty much.

The "issue" will be a total lack of takers- and there's nothing "unforeseeable" about that. He barely has 3 dozen patrons and he's making a pittance. Opening commissions will have absolutely no effect, cause I doubt even Trolls would bother picking him up on it.

Do you really think Dobbo here is ever included in conversations with coworkers? That someone ever asks HIM for advice or what he thinks of things? He lets loose this torrent of inane opinions and platitudes in the hopes that someone will take the bait and respond in good faith.
Of course, because he's also an asshole, his response to someone doing that in a way that isn't outright adoration is to get defensive and shut them down, perpetuating the cycle.

Dobson doesn't play video games. He just hears about the popular ones and scrawls out fan art in an attempt to get attention. There's been no moral outrage over any of the Overwatch girls outfits, so he feels safe drawing one.

To be fair, it's reasonable for an artist to deny money for something they're unwilling to draw. Imagine if some asshole came onto an artist's Patreon and pledged money asking for shitting dick nipples. In the case of Dobson, however, I'd imagine his pool of what counts as 'deniable' is considerably larger (someone should go ask for a heterosexual woman kissing a blonde modern Link) so I don't really feel for him.
Really, I'm just wondering why he picked some of the most cringeworthy pictures from Inktober to advertise for people to pay him to draw. Bismuth's rape face, middle aged teenager, and Robin Hood after taking four or five lines of coke. Yep, that'd convince me to put money in this man's hand to make more art.

I bet that Dobson is going to deny ANY drawing that is not just a character in an ugly profile shot, period. after all: He was lazy for 40 bucks, why should he try to be better for even less?
