Actually, I can think of one way of locating him. If anyone knows any airbnb he's stayed at recently, and if he's left a review, you can then click on his profile and see where he's stayed at lately. Where in Romania did he stay? Population wise, it's not that big of a country, so that should be the easiest target.

Also, in his "nature" videos, you should be able to locate his whereabouts. I think there was some other guy here who managed it and came to the conclussion he was in Kyrgystan if I remember correctly. Does he still have Latvian citizenship? Another thing to look at must be visa requirements. It's not every country you can just freely travel to without any documents, insurance or proof of funds. That should also narrow down the places.

Honestly, the best thing is to get this viral, share it with everyone you know of. The authorities can't turn a blind eye to this then.
