Both of these are false, minimum wage laws were created to keep undesirable ethnicities or otherwise untenured workers that could be taught the "skills" out of jobs. They were especially established to keep Blacks out of jobs altogether and thereby hopefully keep them out of Northern cities. You don't have to "read between the lines" either, you can go read what they actually said about these laws when they started implementing them. Kiwi Farms members might enjoy it just for all the new ethnic slurs they can learn from "progressive" politicians.

It was decades later than these false economic excuses (that deny basic shared economic tenets) came up to justify laws that had been on the books for some time.

I think Illiberal Reformers (and these papers which you can see are somewhat more broader focused than just the minimum wage) establishes fairly well that minimum wage laws fit into the rest of the Progressive views that were all about driving the "unfit" out of "proper" society so they could die off, hence things like sterilization and eugenics in general, and why fervent racists like Woodrow Wilson could be seen as progressive lodestars. The minimum wage was just another piece of the whole agenda rather than a specific outlier, the entire movement was a messianic one essentially targeting sin. Their language, even in the "science" of the time, is steeped in religious missionary type language. They were going to use the state to eliminate the sinful classes and leave Heaven on Earth for the Elect.
