Actually, that was what happened. The broadcast license thing is more complicated, but postal circulation of his newspaper was suspended and not yet permanently revoked. Such a suspension could have been contested through the appropriate process, or in any event simply obviated by distributing the newspaper via other means rather than using the services of the postal service. Like hiring paperboys.

However, around the same time, his superiors in the Church ordered him to stop involvement with his newspaper and all other publications, and it was only at this point that he voluntarily (in the eyes of the law) closed his newspaper, to avoid being defrocked.
