On its own, the thumbnail does the job. He uses cold color temperatures to contrast with his warmer skin tone and game logo, so it's readable even from a far distance, which is what brings attention to new viewers when scrolling down YouTube recommended videos. By plastering his face, it brings brand recognition, and that isn't necessarily a 'bad' thing. It's using rudimentary color theory.

That said, it is pretty tasteless. The 'illustration' looks like it was made with AI: Arthur Morgan isnt positioned in the middle of the tracks, the train isnt facing him, and the cold colors are all murky and drab. And if it is just some art Matt stole to make the thumbnail, he either fucked around with the color sliders, or it's a splash screen that isnt meant to be featured.

It really doesnt help that Matt uses the same thumbnail for most of his videos. Which is not only lazy, but all blends together when you see his video channel.

Why can't this prick at least stylise his smug mug to match the thumbnail? The light in the scene is to the left, yet his face was lit from the right.
Is that too hard for these soytubers? It takes 5 minutes to stylise something in Photoshop and 2 minutes to use dodge and burn to make the lighting match. I put more effort into my fucking memes.
