Its possible he wasn't taken to the jail. They could have just taken him to the station, issued him a citation there, and then released him. I imagine whatever it was they were cuffing him for was a relatively benign misdemeanor. The big thing the cops want to do in a situation involving public harassment and so on is to separate the two parties and restore peace. A good way to do that is to take one of the parties on a free taxi ride down to the station before uncuffing them and issuing the ticket. A 15 minute ride in the back of a cop car is very efficient at focusing the mind of even the densest of retards.
