As others have pointed out, Stake only gives him such a large weekly stipend because they know he will immediately give it right back to them, with interest from his juicers. In case the others' answers weren't clear, the way I understand it is: yes, he is free to use the money as he sees fit. He could gamba $150/day and keep the rest. And although it might seem like he's technically getting paid $14 000/week, he decides not to keep a dime of the money to himself and returns it to Stake, some goes to his dealer and then 1 hour after he gets the money he's already at 0.

Bear in mind he has completely separate income from Kick which has nothing to do with his Stake deal. Not sure if I'm mistaken but I think it's in the vicinity of $7k/month or something like that.
