The thing is, the deterrence principle is really only necessary when you're under existential threat. It's a "well if we go, you go" button. It doesn't make sense to press it unless you actually have to go. Right now, the USA is under no existential threat from Russia but Russia is from the USA. So if anybody launches strategic nukes it would be Russia. The game theory violation is that the USA should not push Russia into that point but looks like they might.
Now they'd love it if Russia deployed tactical nukes. Because then the taboo would be lifted and the USA would get to play with its own tactical nuke toys which they'd love. But that's a mostly separate discussion.

civilians dont really know what tactical small nukes look like in action. Everyone thinks it looks like the movies or Japan. The reality is it will look like the explosion that happened in beirut. It's not going to be immediately obvious to the naked eye and governments want it to stay that way. I already believe nukes have been used or prematurely detonated in Ukraine.
I've borrowed a theory that America had tried to false flag a nuke to the Russians but the Ukrainians have had their stockpiles identified and destroyed too quickly to find a way to reliably deploy them. It's not really that crazy when you look at some of the "ammo stockpiles" blown up earlier in the war. Could be wrong, but it makes sense to me.
