No a blank ballot perfectly counts. I was just curious if an immediate promised benefit was the difference maker. So the reason must be down to the immediacy. Because candidates promise benefits all the time.
I was curious if it was one of the big three reasons why people don't vote.

Someone who lives on passive income (e.g. some boomer who’s a landlord, retired, or both) has the free time to look up the election calendar while their thumb is up their ass. They live in the same house they bought for $18,000 after they graduated high school and they always vote at the same location they have for the last 20 years. It’s all the same comfortable habit to them.

If you’re poor, working two jobs, and moving from apartment to apartment, you constantly need to re-register to vote and keeping up with the election calendar/poll locations becomes more trouble than it’s worth. You need to worry about picking up your kid from daycare more than figuring out which faggot lawyer is going to make your life the least miserable in office.

As of January 2020, of the 36 member states of the Organisation for Economic Co-operation and Development, only Australia and Luxembourg had forms of compulsory voting which were enforced in practice. Voting in Belgium, Greece, Mexico and Turkey is compulsory, but is not enforced.

Speaking for myself, the only reason why I don't vote is because it takes too much time out of my day. Even if it was just an hour, or even 30 minutes, I'd rather sit around and play video games or work or anything really. Hell, the main reason why I didn't get the jab was because I didn't want to take the time out of my day to go down to the clinic and get it done; if someone knocked on my door and said "hello sir, we're here to give you your government mandated jaberooni, it'll take literally 3 seconds and we'll even give you a $10 gift card to your local goyslop producer", I probably would have done it. Well, I would have before my president made vague threats towards me about him being patient enough or whatever the fuck it was sleepy joe said.
