I've never watched the other anime you listed, but I've seen people use Dragonball specifically as an argument that anime is for pedophiles because of the moments where they sexualize Bulma as a teenager and ChiChi as a child, and when Master Roshi oogles underage women. I do not deny that, but that isn't what lolicon is. Lolicon specifically refers to children or child-like looking characters being sexualized, and sometimes with the fashion component of the doll like outfits.

Getting into the discussion of minors and their sexualization in anime is a more complex topic that has probably no doubt been discussed ad infinitum. In the West you have shows and movies where the sexualization of minors is part of it, but takes a different form. Married with Children for example talks about the sexual relationships and challenges of the two teenagers in it. Kelly is sometimes in risque outfits for the time.

In Evangelion the primary sexual tension is between teens of the same age, which generally considered acceptable. The only point of contention in that specific case would be (iirc correctly, covered up) nudity which is not used in a sexual context. Of course in something like dragon ball, that's a different story where the sexualization, usually used for comedic purposes, sometimes involves adults.

If you want to condemn all that, even in Western media, I don't care, but don't paint it with the same brush as lolicon.
