My point was that he never needed votes. He didn't need anyone's permission to issue an EO clarifying how and when Section 230 applies, to the point that it may as well not exist. Knowing this, a clever person might figure out that was never his goal. It was a pressure tactic to try and get tech companies to stop fucking with him. Remember, it's seriously, not literally.

I don't think he or anyone actually want to drop section 230.
What needs to be done is that compliance to it is enforced.
And he can do that. The problem is not 230, 230 is great.
The problem is companies that act as publishers but use the protection as a platform.

What trump could do could be to just issue an EO and tell FCC : "you shall investigate 230 compliance and declare companies that act as publishers to be in non-compliance. Let it be known that affected end-users now have FCC approved avenues to sue."
Do that and 230 compliance will happen over-night.
