Chevron was also handed down in 1984. Kiwis who remember high-school history will realize this was long after the large expansion of the federal government in the 1930s-1960s.

If the bureaucracy was able to function all that time without the extra breathing room it got in Chevron, common sense dictates going back to the old system won't incapacitate it either.

Edit to Add: Jokes aside this is probably the clearest proof Alex lives in a bubble without even realizing it. Most people oppose gender quackery on minors, and most people who do support it are fine with voting for a candidate who does not. This all goes double when the overlap between swing voters + people mad about this announcement is near zero.

What's to stop the creditors from refusing and going to court to halt the order? I'm a layperson and even I can tell that an order to destroy records that could result in $billions of losses if carried out is exactly the kind of thing a court would put on hold pending a trial.

This is the man(child) version of throwing your test in the garbage because you got an "F" and don't want to tell your parents.
