I'd speculate that they didn't want to double up on prizes if possible. For instance, Secret Jambalaya had good clips of many talents and it was surprising he didn't get a talent prize, but then he got the grand prize. So it might be good optics to not pile more prizes on the grand prize winner. Also, there were a few instances of a pick being very similar to another entry, that would be explained by not wanting to give someone a second or third prize if possible. Of course this is just speculation and the talent's could always just prefer one thing over another for any reason. If I was PC I'd want to spread it around though. Having a lot of consistent clippers is giving them a big boost.

That's what I think too, LEC is the most prominent of the Phase clip channels so if he won a bunch of stuff people would likely be saying the contest was biased. This way it makes other channels feels important and encourages them to keep clipping the girls and being creative with it.

I don't have the metrics but I imagine clip channels can be a better boost to vtubers than stuff like shorts and tiktok. Punkalopi got a lot of subs from shorts but if you compared her live viewers to Pippa, Pippa was the superior rabbit as she has much stronger CCV, I think Lopi's even admitted this herself after she joined Idol.

Pippa's sub count will grow slower but many of those that do sub become long-time watchers, and ideally for Phase they buy a membership and also buy merch and maybe even start viewing other talents in Phase and buying their merch too. Trickle down Pippanomics.

I don't remember hearing her name come up with any alleged bullying, but I could be mistaken, she's in the same gen as Millie and Enna though which probably doesn't help as some may infer she's part of the clique for that reason.

All of NijiEN gets those numbers now and they are usually putting chat behind subscriber only mode. Finana normally gets 400 viewers these days even on big release games like Stellar Blade, and only gets around 1,000 viewers when doing Valorant streams with the guys. Rosemi (who is clearly doing the contract required minimum amount streams and is probably looking to bail, maybe with Petra) gets 800.
