That's what money laundering is for. Large drug dealers often own cash-only front businesses like coin-op laundromats or nail salons that they can then claim the drug revenue came from and pay taxes on it through there. Tax compliance is secondary to establishing a plausible legit source of that revenue but it does have the added benefit of avoiding tax evasion charges in addition to money laundering when caught if reported properly.
