I don’t believe this to be accurate. Yes, the part about not wanting to shoot a guy with a telescope or a camera with a telescopic lens does come into play. But if you identify an armed threat your job is to neutralize the threat. Period. They don’t let a would-be assassin take a crack at it. That’s not even protocol in private security for high profile clients.

The counter sniper looks like he got eyes on him right before the shot and returned fire.

I really don't know why people are shocked that the USSS waited to shoot until they had it confirmed beyond a shadow of a doubt that the guy spotted actually had a gun and wanted to use it. Loads of people are stupid enough to try and get in rooftops and such vantage points to watch a large gathering like a public rally without understanding how sus it looks to professional paranoids in security.

You don't even need drones to figure out lines of sight. You could just stand at the podium and look the fuck around. Every thing you see is in line of sight to the podium.

Even assuming for the sake of argument that that amount of hesitation in shooting someone who appears to have a gun that he's aiming at the president is reasonable, they were even more delayed in running out onto the stage to tackle/shield trump.
But it's hard to give them any benefit of the doubt at all; a high level counter sniper with a gucci high powered scope should easily be able to tell from only 150 yards away whether someone is holding a rifle or a telescope.
