Just because stuff is legal doesn't mean it can't pop you on a piss test, especially the crude, dumb bullshit many states use. Plenty of people end up in shit for completely legal behavior that results in a false positive and are then forced into a situation where they basically have to prove their innocence.

Austin is out on bond/bail for a felony schedule 1 or 2 drug possession charge. When on bond conditions will bar you from use of all drugs, legal or not, unless prescribed.

Austin is out on deferred prosecution of domestic violence, essentially probation, and if he follows conditions they wont prosecute him for that crime. The conditions include no alchohol, and no drugs. They confirm this via drug testing. They do not care why you tested positive unless you prior disclosed a prescription drug. A fail is a fail, regardless of any reason. This includes "decriminalized" weed, or any designer drug that shows up as weed even if they are legal. Those things are legal for regular, responsible citizens. Austin has traded this in for his staying out of jail (for now).

Adding to the weight of this, Austin is still on probation for his 2015 felony. A conviction for either the domestic violence, or the still pending drug possession charge, could violate that probation.

I might be batshit retarded and politisperging here, but from where I live, compared to Austin's America, the test in my country is more harsher and lenient at the same time, rendering them both legal and illegal at the same time. But unlike in the US, bad driving, drunk driving and such would end up you getting caught by the police and you have to pay awfully high fine in order to be released. They still enforce the death sentence in my country, such of that controversy of a millionaire for being a huge fraud. Austin would have a 50/50 chance if he immigrates to my country, since they both testament your legal activities or do not appear at the same time. In my opinion, the states' testing are 50/50 between strict and incompetent, so if Austin ends up on the former retardation the states enforced, he is done, regardless of how legal his behavior is.
He is definitely safer if he was an LA or Frisco resident, as both homeless shitholes are more lenient on druggies than other states in America, in my shitty opinion; so rate me dumb or other things.
