She definitely would think Scar should keep killing and would hate his character development.
She would also use Ishval in general to talk about whatever world conflict she wants to be angry about, not researching or outright ignoring the intent (Arakawa has mentioned having the Ainu people in mind, as she grew up in Hokkaido and had family with both Yamato Japanese and Ainu blood in her family).
Honestly she'd just use it to be insufferable about world issues in general lol.
This seriously bothers me when it comes to anime criticism as well, but in all fairness Amestris seems designed to allude to western countries if not outright western Europe.
