Donald Trump’s choice of Sen. J.D. Vance as his running mate has some investors and executives worried that a second Trump administration could be far less friendly to corporate America than the first, given the Ohio Republican’s history of populist rhetoric and policy preferences.

“Washington’s top business lobbyists are leery of Vance’s support of corporate regulation and his willingness to consider corporate tax hikes,” wrote Greg Valliere, chief U.S. policy strategist at AGF Investments, in a Monday note to clients.

Vance has bucked Republican orthodoxy by declaring his willingness to raise taxes on corporations, his support for the Biden administration’s antitrust enforcers like FTC chair Lina Khan and his embrace of tariffs as a tool for protecting U.S. manufacturing jobs.

Republicans in Congress have largely criticized Khan and fellow antitrust enforcer Jonathan Kanter of the Justice Department for burdening private companies with aggressive oversight particularly in the area of proposed mergers — culminating in a report published in February by the Republican-led House Judiciary Committee that accused her of abuse of power. Vance has taken the opposite posture.

“A lot of my Republican colleagues look at Lina Khan … and they say, ‘Well Lina Khan is sort of engaged in some sort of fundamental evil thing,’ and I guess I look at Lina Khan as one of the few people in the Biden administration that I think is doing a pretty good job,” Vance said at a Bloomberg forum in February.

Trump’s decision “is yet another sign that this isn’t your father’s Republican Party,” wrote Brian Gardner, chief Washington policy strategist at Stifel, told clients in a Monday note.

“Sen. Vance could represent a long-term shift in the Republican Party that would last beyond Donald Trump,” he added. “Reagan Republicans are a dying breed, will have waning influence going forward, and Vance’s rise is part of that shift.”

Vance has pushed for other policies that have long been associated with the Democratic Party, including his work alongside Sen. Elizabeth Warren of Massachusetts on bank-executive “clawback” legislation and with Sen. Dick Durbin of Illinois on legislation to promote competition in the credit-card industry.

To be sure, if Trump wins in November, there’s no guarantee that Vance’s support for those bills will translate into actual policy, as vice presidents have no official policy-making responsibilities.

Nevertheless, Trump’s decision makes Vance a “leading candidate for president in 2028 and the potential Trump/MAGA successor,” according to Chris Krueger, strategist at TD Cowen, and his populist stances on economic policy remain a concern for traditional Republican constituencies on Wall Street and in corporate boardrooms.

“CEOs are shocked as this is quite an odd choice to try to balance the ticket with [someone] so hostile to business,” Jeffrey Sonnenfeld, president of Yale University’s Chief Executive Leadership Institute, was quoted as having told Semafor Monday.

“As one GOP-leaning CEO told me an hour ago, ‘This is [the] greatest gift Trump could give to Biden now!’ ” Sonnenfeld reportedly added.

A private-equity investor reportedly told the Financial Times that, while Trump was preferable to Democratic President Joe Biden for “Wall Street as well as business broadly,” he had reservations about Vance.

Trump “needs to stick to a pro-business agenda and he’ll win,” the investor said. “We don’t need a Republican Bernie Sanders.”
