Yeah, it's smart - it works, when you have the Russians as allies. Bullets and bandages help, but they only help when you have allies who are willing to fight, and willing to let you hang back. The Allies saw the USA as a good compromise - Britain and the USSR saw eachother as "the same kind of animal" and knew that they'd try to carve up Europe as quickly as possible, and both were happy to have the USA there as tiebreaker.
