I suppose it's a question of perspective. You're right that in a democratic system the person pulling out those rhetorical tricks of shitting on the stage and strutting about like he won will be the "victor", but if we're talking about convincing people who aren't gullible morons, sexpests, and literal retarded trannies in communist cosplay then the winner is the one who makes the sound and moral argument.
