Assuming this whole registry thing even happens - which I doubt it will - I can see this ending only one of two ways.
- Site goes up and everyone who pledged completely forgets to register themselves.
- Site goes up, and people do false-register themselves but it's such an insignificant number that it ends up backfiring and all the "fake" muslims get... whatever the hell these people think is gonna happen afterwards, rather than overwhelming the system like they're hoping.

If it's by country, what use is it? You can't exclude U.S. citizens from entering the country. So unless you can somehow register as being a fake Muslim from Tunisia or some shit, what will this even do? They're not looking for U.S. citizens.
