Either it is because their legal code got completely replaced after the fall of the Soviet Union (like with faggotry/sodomy during the early USSR) and they haven't added the new law yet. Or because the child prostitution/sexual trafficing of minors rings are so big that they only have the resources to go after the source, so they don't even bother to fight the end users

Yes, the first appearance of it was a guy who posted that phrase, along with the crying emoji, over a generic anime (little) girl. But its usage as a meme/joke was first made in relation to BA characters. I think that the archive of the tweet is either on the Rev or Pippa threads

I am almost a 100% sure that it was born on /tv/ when the first season of Boardwalk Empire was on (so 2010), with Kelly Macdonald saying the word in a scene. Due to /tv/'s inherent pedo nature the dude/dudes posting their thinly-veiled pedo content (music videos of a then-underage Jordyn Jones is what i remember being spammed relentlessly) started calling it "cunnyposting". It spread from there to other boards, for example /a/, which started to use the word cunny to refer to underage female characters.
