But why would they? A dead person can't be the fucking President so if he's dead, there's no reason to keep pretending he's alive to salvage his chances. I don't understand why this is so confusing.

If Joe isn't dead, he will be soon from the sound of things. Why else would they be forcing him to drop out of the race, but let him (or whoever is impersonating him over the phone) say that he's going to hit the campaign trail to stump for Kacklin' Kamala? He's not able to campaign for himself, but he can do it for someone else?

They are buying as much time as they can to figure out what to do forward. Remember, we still have months before we get to the election. You can't just give Kamala presidential powers out of the blue. They clearly did not expect her to be where she is at now.

People aren't even sure if she will be running against Trump or not, Biden just endorsed her but that's it.

If Biden isn't dead, they sure as fuck are making sure that people think he is.

The Democratic Party (the organization) is separate from the US government. The government itself facilitates the transfer of power, and would do so immediately if the need arose. No political party gets to decide that the nation is going to temporarily have no acting president just because it somehow disadvantages their re-election chances.

Yeah, they are hilariously racist. Even the ones in Hawaii are fucking assholes. They don’t take well to foreigners unless you either find in roads with enough of them to grant consensus that you are a good guy/ gal or you are a rich mother fucker and they get rich by you being around.
