They are less all in than you'd think. A lot of her endorsements are effectively "Well we have to now" and not actual support. Meanwhile the very blatantly undemocratic way this was done is causing a lot of friction with the voters.... even segments of their normally hardened base. I could actually see them deciding to throw her out last minute and going for someone else -if their goal is to win-.

You have a world class university next door, and a fair amount of towny students who could help revitalize the city’s economy by starting new businesses. And then you have the opportunities for urban development that would incentivize people to stay in town when they come to watch ND sports, or just visit campus. Rather than just staying on campus the whole time. A smart mayor would do their best to make South Bend a tourist destination, somewhere nice to stay while you see ND, and maybe the Great Lakes or other wilderness while you’re at it. But democrats do not make smart mayors.
