He's currently "dating" the girl that appears as "Layna", "Lelayana" or "Cuteholly" in his follow lists, either on twitter or instagram, Destiny and Lelayna are in a "poly relationship". The rest of the girls in his "following" (that aren't content creators like Aella, Lilypichu, Macaiyla, etc.) are the girls he flies out/sexts with.
It is rare for him to follow someone and it's extremely inconsistent. He might sext someone for some time, or even fly them out to fuck them, and still won't follow them in his social media accounts (two examples I can think of are Buffy girl, and Awnuh, who he only followed after she basically begged him on stream).

Completely unrelated, but I actually laugh reading these old replies to the thread I did, it reads like actual schizophrenia responding to myself using different personalities.
Or he might also just start to message with someone extremely recently, and he will follow them almost immediately (I know because sometimes I see a girl follow him, and a couple days later he follows her back, although I believe this is rarer).
I have zero understanding of how his following actually works, the girls probably have to met a certain criteria in Tiny's mind (an example that Lav and Max give is that when Lav sent him feet pics Destiny told her "welcome to the orbiters club" and gave her notable), but that still doesn't explain why some girls get the follow and others don't (maybe some sort of combination of amount of sexting/messaging he does with that person, and that platform being their main way of communication, so someone he communicates mainly through discord he might never follow, that's my theory).
What we do know is that if they aren't a streaming/twitter acquaintance/friend (Erudite, Aella, Lilypichu etc.), or family members (he used to follow his sister), or a contact for some podcast, and it's a woman then there's almost a 100% chance that he's either sexting of fucking that girl.
Generally how it goes is I add people when I'm chatting with them. Every now and then I go through my follower list and see who I haven't spoken with in a few months and I'll just stop following them.

Twitter follows are more rare than Instagram follows, he mostly uses the instagram for his fuck buddies, while twitter is more like streaming contacts/friends/gf, or at least that's the pattern that I have seen. Which is why he refused to follow Awnuh on twitter, and even refused to like/share their picture together (probably because he didn't want to give the impression he was dating Awnuh, as she was trying really hard to give that impression).
The simple explanation is that most girls probably start sexting with him in instagram, which is why he follows most girls in there, and that's also why the twitter whores follows are far rarer. But I'm not entirely convinced that's the entire explanation.
In short: Destiny following Empathchan, a couple months after she contacted him initially (she messaged him first in May), means that they are sexting, and that he probably likes her a little more than the other girls he's sexting, and that he might fly her out sometime in the future, probably.
No, they aren't "dating" in the traditional sense.
