I mean it's not like that though. It's not synchronizing frequencies it's completely different encryption keys and honestly systems that might not be able to interact. I've been downrange and in many situations where I couldn't talk to people I should have been able to talk to. I've had to pull out my cell phone to call people before. It's all too common.

That said for something as important as this there absolutely should be someone sitting next to a bank of radios acting as a liason. Who worst case scenario if he hears something from one handset he can pick up another handset and manually relay that message. Is it ideal? No, however it is substantially better then whatever setup they had it would seem.

Even if you're one to claim he is not an FBI asset you'd be hard done by to explain how a gaping hole was left in security for just such an incident. The cops have shot people for far less time and time again.
