No one can ever agree on the exact age and it's not like people are magically smarter when they grow older. I'd say breeding licenses would be the ideal but that's putting reproduction in the hands of the government. What we do will see are laws that try to outlaw the essence of what women frame as predatory in a relationshipt with a much older men, fantasizing about a new threat for them and shifting responsibility for it completely towards men. Maybe that won't even be necessary and a banning "socially undesirable behaviour" will be enough as a justification, just as they do with criminalizing looking at women for too long recently.
