I don't think you have experience dealing with dogs. In my hypothetical, the dog attacks your arm. Your arm is much higher than the dog is tall, so what does the dog have to do in order to bite your arm? It has to leave at least its front two legs off the ground when it rises to attack. Dragging a dog that has only its rear legs on the ground is not difficult. The main danger is losing your balance if the dog starts shaking and you get careless.Padding your arm won't work. They will take you to the ground and make your head bounce off it. They're not stupid and they're trained to do the job and counter the obvious tactics. The only counter is to put a hole in it or hit it so hard you kill it. Which requires you do the same to every other copper around or you can expect all of them to target you specifically with everything they have. Police dogs are very dangerous and they are well protected by the police. Fighting a dog is already difficult and fighting a dog and a bloke with a baton requires you have a shield wall or a wall of weapons to protect the man next to you and yourself.
You're recommending people go to all out war with the police and hope the police don't call the guys with guns to put you down when they start losing. Might not be the best idea.
Let's humor your thinking and assume that just tanking a bite from the dogs is untenable. There's a lot of other stuff you can do to neutralize the dog. If the dog bites a piece of padding or clothing that breaks/tears away and then can't get its mouth open again, it's no longer a threat. You didn't even harm the dog - it just happens to have a mouth stuck firmly shut. I'll let the thinkers consider what sort of materials could accomplish that.
I'm not recommending "all out war." I'm recommending some brainstorming to counter what I think is inevitable aggression and brutality from agents of the State. I also think you overestimate the training of the people in those hi-vis yellow vests.
