That specific classification is a bit of a misnomer. The "happiest people in the world" report tracks more for contentment. Northern euros on average are better off financially than elsewhere, so the general populace has less poor people problems. Finland seems to be leading the chart, not NL. Coincidentally, all scandinavian countries are also pretty high up there in terms of depression as well. So it's not all sunshine and rainbows.
