I strongly argue against it. I have yet to see a moment that is not unhinged ranting combined with "I mean NO harassment" as if that is supposed to change our understanding or perception of Emily. Emily you're delusional, the "Dark web" is literally just unlisted sites with several layers of encryption. Yes, people go on there to do illegal stuff, but it isn't illegal itself to go there, just seen as taboo.
It's like saying amazon is an illegal website because people have been caught selling live animals and stolen goods. The site is still widely used and not illegal to access, and what was done was against the sites rules, same goes for darknet. It's juet much harder to convict because of encryption. Here's a fun little fact, darknet was created by the military.
