It depends on what tier he's in. If he's in a low risk tier then his registry limit could be 5-15 years, depending on the state.
For the state of Delware it seems to go through tiers. I think considering it was Rape in the Fourth Degree it goes by Tier 1. He could go to the court and request it to be removed by 10 years, otherwise it's 15 years.
