No way this piece of shit has 38 horsepower, even theoretically. Fiat Cinquecento, an italian "kei car" had a 4 cylinder engine outputting anywhere between 39 - 41 hp and could reach 60 mph in 17 ~ 18 seconds, not fucking 30 seconds with top speed close to 88 mph, not 65. And Cinquecento weighed at least 70 kg more.
In post-communist Poland, Cinquecento has been offered with a crappy ass 2 cylinder engine, not unlike Nano, that had circa 30 hp. Given it had a comparable performance, an actual power output of a poojet engine might be closer to that value.
