Sort of. That's the average life expectancy in Argentina according to one psychologist. The thing is that medical transitioning is a relatively new procedure, transgender people are pretty rare and nobody seems to agree on who counts as trans. The figure is based on factors like transphobic violence, income, access to healthcare and suchlike. So Phil hasn't pulled the number out of his ginger-filled ass, but at the same time it's not like he's just going to keel over on his 32nd birthday.
