From my experience, most workplaces try to address issues like this as professionally and non-accusatory as possible -- even when they may know who the culprit is. This way, they reiterate company policy and expectations without singling out anyone and making it clear repeated acts will have consequences.

The fact this person takes umbrage says something. If they did it, they deserve to be told as diplomatically as possible to stop that shit. If they were innocent, their negative reaction makes no sense as most people that didn't do the behavior in question read such messages with little reaction - unless this person is the type to looks to clam victim status over every trifling matter they think is about them even when it's not.
