No it would do the opposite. A tax on unrealized gains, especially real estate holdings, would cause the holders of those assets to have to sell prematurely in order to pay the taxes. Say you own an asset that's appreciated 500% (5x what you paid, which has not been uncommon in real estate and stocks in general over the past 20 years of QE) and then you get a tax bill for 44% of that on-paper profit. Most people don't have that much cash laying around so they'd have to sell assets to raise the cash.
