-The cop/person who pulled the sample
-The lab

Even if you were to assume that the cops maliciously rubbed coke into the 9 year old's hair, you would still have to have the lab be in on it or you would have to have the lab be extremely incompetent. A simple wash step would cleanse external drug.

There might be some thought about trying to outlast the testing period. However, that really doesn't work because you can just pluck a longer hair sample (although this is the government).
