Going shock an awe on Mexico would create more opportunities for the cartels than problems. Sure we can punch holes into the big ones, but smaller ones would fill the void. Even then the cartels are crafty and are entrenched deep, they can adjust their operations to better survive what the US throws at it. As an example, they work closely with the government, press, army, and police. Let's say the US drone strikes a drug convoy that had some dirty Mexican police or soldiers in it. The Cartel calls up bought out politicians and journalists make a stink about the drone strike so it is now an international incident where the US killed uniformed Mexican police/solders. Now there is pressure against US actions and they need to be more careful with targets, giving cartels breathing room.

Eh historically there have been dead end pathogens that just kill their hosts and then die out. It’s part of natural selection that sometimes pathogens evolve themselves into a dead end by being too lethal. Technically it would be best for a pathogen to never kill its host but they do even if it’s self limiting.
