The cartels are an international organization, they have plenty of support and contacts abroad. Also distance doesn't matter when the issue is dealing with an enemy who is integrated into the civilian population instead of being separated from civilians like a traditional army. Desert Storm Shock and Awe worked because Sadam had a more traditional (and dated) army. Cartels are more like HAMAS and the jews can barely boot them from a large city they are next to, and the US would need to boot the cartels from an entire country (and continent if they move further south to new countries).The Taliban are on the other side of the world and are supported by almost 1 billion people (there are 1.7 billion moslems in the world and at least half of them support radical islam) plus other countries' governments like Pakistan (originally openly but now not, plus they seem to be in a bit of a spat), Saudi Arabia (though not openly) and now Iran (they used to be opposed to them for some reason). Mexico is physically attached to the USA and the cartels don't have the same support as the Taliban.
