The Lolita Complex from Russell Raymond is the ACTUAL book that influenced lolicon in Japan. This book goes through case histories, professional opinions, court transcripts, interviews and police records, the author investigates the activities of real-life little girls and offers insight into an important social problem. Unfortunately pedophiles ended up loving this book and HEAVILY influenced the subculture of weirdos who are fans of "little girls" in Japan (Whole Book Attached Below Thanks @Equal Rights for Androids!)

That same year (1970), shōjo nudes began to appear in major media outlets in Japan.
In 1970, a photo collection titled Nymphet: The Myth of the 12-Year-Old was released by Nobel Shobō (Publisher).​

The Nymphet was made by a photographer Kazuo Kenmouchi who’s known for his works involving sex and drugs. He made a photobook with a young girl simply named Tae full of nudity. He also made a photo book called Europe that seems to feature the same girl. Not sure if the actress just appears underage but based on the preview images, I REALLY feel like this is a 12 year old nude. VIEW AT YOUR OWN RISK.

Kenmochi Katsuo's "Nymphet: The Myth of the 12-Year-Old" (published by Nobel Shobo, later republished by Bronze as "Europa: The Myth of the 12-Year-Old"), which came out in November 1966. To be precise, the crack first came to light in the February 1970 issue of "Deluxe Edition: The Myth of 12 Years Old." It is a photobook of almost all pages in black and white, featuring a young girl named Tae. The studio was Umehara Ryuzaburo's villa, and the editor was Takamine Hideko. (X)

In 1972 and 1973, there was an “Alice boom” surrounding Alice in Wonderland, including nude photos inspired by the classic novel. ​

The next one, "Girl Alice" (Kawade Shobo Shinsha), by Sawatari Hajime, was published in December 1973 and was republished in 2003, so it is probably the most famous photobook of girls today (it was also republished in 1991). There are a few nude photos, but the majority of the photos are fantastical, with the motif of the story "Alice in Wonderland." The model, Samantha, was 8 years old at the time of the photobook. Six years later (at age 14), Sawatari Hajime released a photobook called "Girl from the Sea" using her as a model again, but the magic of being a girl is never rediscovered.

Pedophiles use the Alice in Wonderland motif as a symbol of their perversion. Alice Day (April 25th) originally is supposed to celebrate the book but pedos have hijacked it into a day to celebrate pedophilia. Don't feel too bad for Lewis Carroll because this fucker used to be VERY close friends with an 11 year old girl Alice Liddell (The girl Lewis based the character Alice after). After his death, people found out that the guy had A LOT of photos of young girls, some nude, whether or not he distributed them is unknown. The BBC made a documentary called The Secret World of Lewis Carroll (2015), delving into how Lewis had been inappropriate with girls, including photographing one nude. Keep in mind that these are only two examples of the many influences that fueled this lolicon movement. There were probably more examples from other countries that somehow made it into Japan’s borders between 1960-1970s.

Fast forward to the 1980s, the instance where the "Lolicon Boom" happened in Underground Japanese porn stores. Thanks to user @miyuki for giving me information about the magazines “Hey! Buddy!” and “Lolicon”. These, along with others, were magazines that ran in 1980-1985, that had seminude to nude photos of teenagers of various ages, a lot were underaged...

However, the Lolita boom that followed 12-year-old Myth and Alice in the late 1970s was actually growing steadily under the surface. For example, Haga Bookstore, whose main store is located in Jimbocho, is famous as a long-established adult bookstore that still exists today, but around 1976 it was one of the bases for pedophiles, with many child porn magazines imported from overseas. There are testimonies from enthusiasts who recall their thoughts about the pictures of slits that were openly published in the days when slutty panties and pubic hair were all the rage. To name just a few foreign magazines, there were ``Nudist Moppets,'' ``Children Love,'' ``Lollitots,'' ``Incest,'' ``Lolita,'' ``school girls & boys,'' ``Skoleborn,'' ``Loving Children,'' and ``Bambina Sex,'' most of which were from Denmark and the Netherlands. The particularly radical graphic magazine ``Nymph Lover,'' which mainly featured photos of sexual intercourse with children, later led to the appearance of a Japanese copy of it, ``Nymph Lover Japan'' (Azabu Shoten/first published in June 1985). And for those who were absorbed in reading all the Lolita magazines during the height of this boom, it was not enough to simply collect and read photo books and magazines; to walk the correct path of a Lolita fanatic, they had to go out into the city with a camera in hand, take pictures of girls' upskirts or changing clothes at waterfront parks, or even take pictures of girls they had become close to and play around with them in the shadows, and then submit those pictures.
The situation at the time was almost lawless, and as mentioned above, it was probably the result of an over-interpretation of the standard for prosecuting obscene paintings and drawings, which was roughly whether or not pubic hair was visible. (X)​

The Asahi Shimbun sensationalized the story with the headline "Saipan Judgement on Four Japanese Deported for Photographing Pornographic Photos of Young Girls".

"Lolicon topics in 1984 were mostly related to the visual world, such as the successive release of Japanese lolita underground videos, such as "Cherry Killer," "Lolita Masayo," and "Shinobu, Third Year Junior High School Student," following "The Virgin Fountain" from the previous summer, the release of the Japanese version of "The Lolita Painful Rape," a real-life film of a 13-year-old girl that was banned in the United States, the distribution of uncensored underground versions, and the rise of lolita porn anime, such as the "Cream Lemon" series. Magazines were still being published, but perhaps they could not compete with the impact of a moving girl. Although I would like to write that this is still just a media story, "Hey!Buddy" magazine frequently published reports with photos of girl prostitution overseas, and the path to putting it into practice was already being steadily paved.

Current status analysis of Lolita magazine / Yoshia Oida (X)​

Both Lemon People (from 1981) and Manga Burikko (from 1982) were porn magazines that featured lolicon (both teenaged and little girl type). They’re the pioneers of hentai becoming more about fantasy settings of teenagers and little girls getting ass raped by tentacles and monsters. Beforehand, erotic manga had more of a mature tone to it. Another fun fact is that Manga Burikko had to stop publishing REAL photos of girls because views got uncomfortable seeing a real ass teenager in the same magazine of cartoon teenagers getting fucked.

I really need to point out that the sole reason why this shit wasn’t cracked down is because kiddie genitals weren’t seen as explicit due to not having hair on their privates, and Japanese laws on explicit porn was if the person had body hair on their genitals then its illegal to sell without censoring it. Fortunately this disgusting shit was slowed down tremendously due to a guy named Tsutomu Miyazaki AKA the "Otaku Killer" who murdered, sexually assaulted, dismembered, and ate the bodies of 4 little girls in Japan between 1988-1989. Why was he called an Otaku Killer? Because when his house was raided, turns out he had anime , manga, lolicon magazines (Real and drawn) and real life child pornography on video tapes.

People in Japan began to blame the extreme animation and films in his possession, and a moral panic began around mondo films and the new genre of animated pornography. Video stores and hobby shops were raided and scrutinized for any extreme content that allegedly turned a regular man into the Killer. To many families, the sudden rise in hentai popularity was proportional to this sudden spur in violent crime. Ever since then, and still to this time of writing, “otaku” is still a tainted word in Japanese.

Unfortunately a massive recession hit Japan in the late 1990s. With the increase of NEETs (Not in Education, Employment, or Training) and Hikikomori (severe social withdrawal, is total withdrawal from society and seeking extreme degrees of social isolation and confinement), the anime & manga niche was in full blast, causing sales in anime related media to be major money makers. Anime became the main way to escape from reality. Japan, known to never let an opportunity to make money, embraced this niche culture. This also includes appealing to fans of lolicon and shotacon. Even though real life images of teenage girls weren’t as popular as drawn little girls, underground companies still sold illegal photos of teenagers in thongs and bikinis in public areas.

Asuka Izumi was modeling for a DVD in July 2005 when the director asked her to put on a string bikini. She was just 12 years old.
She agreed to pose in the sexy bathing suit and now, nearly two years later, that DVD is credited with starting the popularity of "T-back junior idols."
Izumi, now 14, went on to pose in thong bikinis in four photo books and several DVDs. She looks back on that first time in a revealing bikini and said she had no reason not to do it. "It wasn't a big deal. I think it's a good time to talk about Shotacon since this genre was getting more popular in the 1990s. The term Shotacon (ショタコン) is named after the ten year old character, Shotaro Kaneda, a manga character from Tensujin 28-Go series that ran in 1959-1966. There is little origin around the term forming but it was first used in the Japanese anime magazine Fan Road in 1981. "Shota characteristics" are boys who are young, bearless and don't have much muscles. As for those who have a tendency to like such young boys, they can be said to have a "shota complex", same as the “lolita complex”.

A few magazines were circulated around specifically for drawn shotacon such as Romeo (1996), TIP TAP (1995), Juvenile Love (2003) and etc. Here’s a list from the Chinese wikipedia because the Japanese one doesn’t have the list. As far as I know, there weren't any real photos of young boys in erotic settings in these magazines because of that darn Child Pornography Law of 1999. The path that kept shotacon alive was the popularity of fan comics, aka doujinshi. These were fancomics that would get sold online and at conventions specifically for shotacon and lolicon which would be the most popular source of getting this material. I'm going to close this history section off with a quote from Akio Nakamori, an writer and vocal critic of the lolicon magazine Manga Burikko in 1983 and who coined the term otaku.

There was a place called the Children's Department on the 9th floor of the third building of the Tokyo Metropolitan Government Building, and there he told a bunch of lies and obtained a "list of child welfare facilities" from a staff member who looked like a lolicon. He burst out laughing. This is a very detailed document that lists the addresses, nearest train stations, telephone numbers, capacity, etc. of 64 orphanages (orphanages), both public and private. Pornography and the First Amendment​

The First Amendment protects pornography with two main exceptions: "obscenity" under Miller v. California and "child pornography" under New York v. Ferber.
Obscenity is not protected by the First Amendment. The test for obscenity is given in Miller v. California:

1. The average person, applying contemporary community standards, would find that the work, taken as a whole, appeals to the prurient interest in sex.
2. The average person, applying contemporary community standards, would find that the work depicts or describes sexual conduct in a patently offensive way.
3. A reasonable person would find that the work, taken as a whole, lacks serious literary, artistic, political, or scientific value.

Child pornography is not protected by the First Amendment, even if it isn't obscene under Miller v. California. The test for child pornography was given in New York v. Ferber:

There are, of course, limits on the category of child pornography which, like obscenity, is unprotected by the First Amendment. As with all legislation in this sensitive area, the conduct to be prohibited must be adequately defined by the applicable state law, as written or authoritatively construed. Here the nature of the harm to be combated requires that the state offense be limited to works that visually depict sexual conduct by children below a specified age. The category of "sexual conduct" proscribed must also be suitably limited and described.

Virtual Child Pornography and The CPPA​

The first law to prohibit virtual child pornography was the Child Pornography Prevention Act of 1996. This changed the child pornography laws to include any visual depiction which "appears to be" of a minor or is "advertised, promoted, presented, described, or distributed in such a manner that conveys the impression" it depicts "a minor".
Importantly, there was no requirement for the depiction to be obscene.

CPPA Struck Down​

The ban on virtual CP in the CPPA was struck down in Ashcroft v. Free Speech Coalition.
The reason was that the CPPA banned depictions which weren't obscene under Miller v. California or "child pornography" under New York v. Ferber:

In sum, § 2256( 8 )(B) covers materials beyond the categories recognized in Ferber and Miller, and the reasons the Government offers in support of limiting the freedom of speech have no justification in our precedents or in the law of the First Amendment. The provision abridges the freedom to engage in a substantial amount of lawful speech. For this reason, it is overbroad and unconstitutional.

The PROTECT Act​

In response to the ruling in Ashcroft v. Free Speech Coalition, Congress passed the PROTECT Act of 2003. (Some people think that Ashcroft v. Free Speech Coalition struck down the PROTECT Act for some reason. They are getting confused with the CPPA)
The PROTECT Act added 18 U.S.C. § 1466A which bans:

a visual depiction of any kind, including a drawing, cartoon, sculpture, or painting, that—
(1)
(A) depicts a minor engaging in sexually explicit conduct; and
(B) is obscene; or
(2)
(A) depicts an image that is, or appears to be, of a minor engaging in graphic bestiality, sadistic or masochistic abuse, or sexual intercourse, including genital-genital, oral-genital, anal-genital, or oral-anal, whether between persons of the same or opposite sex; and
(B) lacks serious literary, artistic, political, or scientific value;

The PROTECT Act avoids the problems the CPPA had, since it requires the depiction to be obscene under the Miller test before it becomes illegal (except for (2)(A) and (B) above which are discussed next).

PROTECT ACT Partially Struck Down​

Parts of the PROTECT Act were struck down in United States v. Handley, specifically this part:

(2)
(A) depicts an image that is, or appears to be, of a minor engaging in graphic bestiality, sadistic or masochistic abuse, or sexual intercourse, including genital-genital, oral-genital, anal-genital, or oral-anal, whether between persons of the same or opposite sex; and
(B) lacks serious literary, artistic, political, or scientific value;

This is because there is no obscenity requirement in that section. Since it bans material which isn't illegal under Miller or Ferber, it was struck down.
The rest of 18 U.S.C. § 1466A is still in effect.
So lolicons can be found guilty under 18 U.S.C. § 1466A as long as the depiction is obscene under the Miller test.

Possession​

One difference between "obscenity" under Miller v. California and "child pornography" under New York v. Ferber is that the government can ban possession of "child pornography" (under Osborne v. Ohio):

Given the gravity of the State's interests in this context, we find that Ohio may constitutionally proscribe the possession and viewing of child pornography.

Possession of "obscenity" in the home can't be banned (under Stanley v. Georgia):

We hold that the First and Fourteenth Amendments prohibit making mere private possession of obscene material a crime. Roth and the cases following that decision are not impaired by today's holding. As we have said, the States retain broad power to regulate obscenity; that power simply does not extend to mere possession by the individual in the privacy of his own home.

Since lolicon is only "obscenity" (and not child pornography under New York v. Ferber), the government cannot ban possession of lolicon.
However, the government can ban receipt of lolicon through interstate commerce (United States v. Orito). This includes things like the Internet and mail:

Congress has the power to prevent obscene material, which is not protected by the First Amendment, from entering the stream of commerce. The zone of privacy that Stanley protected does not extend beyond the home.

Since most lolicons probably get their loli porn off the Internet, they could be charged.

"In addition, Section 1466A of Title 18, United State Code, makes it illegal for any person to knowingly produce, distribute, receive, or possess with intent to transfer or distribute visual representations, such as drawings, cartoons, or paintings that appear to depict minors engaged in sexually explicit conduct and are deemed obscene."​

Pawoo
Pawoo is a Japanese mastadon server site that was created in 2017. Alot of loli/shota fans started use this site to post their art because social media sites like X (formerly twitter), Tumblr, and etc. started cracking down on images depicting minor characters being sexually explicit. And since Pawoo is a less moderated site, they constantly have massive problems with real life CSAM material being uploaded.

Rule 34 World
Thanks to @LolcowsES for this find! He knows of a page called rule 34 world that accepts shota and lolicon, but in the latter case the lolicon is hidden on the page since the lolicon category was deleted but the shotacon ones were not (Archive), in addition to having categories where they directly accept children. There was also a category for children and babes at one time, but they were removed when pressed about this, which means that the owners of the pages know how bad this type of content is, but they don't remove it unless it is brought to their attention.
