A beggar is someone who begs for money. A beggar doesn't have to be homeless, and in fact a lot of homeless people don't beg at all but instead subsist off things like food kitchens, government programs, can collecting, etc etc. You're arguing against a strawman.

Since we're in "well technically" mode, I'll also add they didn't even really define homeless particularly well, since you can be homeless and still have a bank account/family/tasks you complete regularly. If you really want to stretch it, they can even have infrastructure if you include people living in their cars and count that as infrastructure.

Very true. A common form of homelessness is when you live in a cheap hotel room for as long as whatever money you're bringing in each month can get you, and then you rough it for a week in a tent or at a shelter until you get paid again.
