Luffy really doesn't need a reason to go after Imu though, like the fact that Imu wants to keep people away from Laugh Tale is enough to bring them to conflict, Imu could tell Luffy that going to Laugh Tale will cause the end of the world and Luffy wouldn't remotely care because he wants to go anywhere.
luffy is very simple. you hurt his friends and he hurts you. i dont even think vivi needs to be captured he just needs to learn what happened to vivis father and what almost happened to sabo and that would be more than enough.

garling is a strong dude to begin with so i think him being an elder and becoming even stronger has just put the others on notice that failure is not tolerated and they can and will be replaced.

He was way more useful than Saturn was. After Saturn I really don’t think Imu needs a betrayal. At this point Imu honestly needs a compitant loyal team that can get the job done.
We have seen that the Elders can share thougjts telepathically and Imu can as well, not to mention kill them with one. If any of the Elders are revealed to be a spy and Imu didn’t know Imu will officially be more retarded than Saturn.

This is Oda afterall, you never know what will be important. Also, I think that Imu does not automatically know everything they know. I doubt he approved of keeping Emet around.
