Congress is so dysfunctional. It's a miracle we manage to keep the government running as well as we do, which is not very well at all given how often it has shut down due to what? Yes, a dysfunctional Congress.
Ok what specific concessions did it give to the republicans ? It really didn't give them much besides increased funding, it fast tracked the asylum process but didn't restrict it in any meaningful way. So what is probably going to happen is the increased asylum judges are just going to grant more people asylum because there isn't any real downside to granting someone asylum even if they don't need it. Meanwhile if someone that you rejected asylum for get's hurt or killed back home that makes you look bad and can get you in trouble. Also the 7 day shutdown doesn't mean anything. I think it's 5000 per day, that basically never happens. It would be like if the republicans passed a wealth tax but it only applied to people who make over a trillion a year.
It worked out pretty good for republicans. Now the head of both parties are calling for a bipartisan border wall.
