15 years ago(i know, could be changed by now) i was talking to some guy friend of a friend and he had an interesting job. He had to counsel sex offender registry people and assess them. Naturally as an autist i had questions. One of them being that very question. He told me that yes there are a few people on there for that specific reason. Bar street someone really hammered pisses in the street in full view of heavy traffic where a child could potentially see it from a car or something. Of course he had to deal with the real scum too.
A funny anecdote of it is that the people that are on the registry for being drunk retards pissing in the street he just shows up to "counsel" them and says "so....got too drunk and pissed in public lately" person will go "nope!" and he will go "ok, we talked about this for an hour ok? see you later!"
